As the importance of spatial analysis for decision-making increased, the County selected PlanGraphics, Inc to develop a strategy for implementing a geographic information system. The plan was delivered in October 1993 and called for the digitizing of all orthos and the development of two sets of maps: planimetric and cadastral.
